The Office of the Chief Technology Officer (OCTO) is seeking a PeopleSoft Business Analyst to support the integration of the PeopleSoft HCM Enterprise Application with Oracle Cloud Enterprise Performance Management (EPM) for the Office of Budget and Planning. The candidate will be responsible for systems analysis, business process re-engineering, and the enhancement of ERP applications.
Specialty Areas:
• ERP Analysis & Enhancement – Supporting ERP systems and enhancing integrations, primarily with Finance, Budget Planning, and BI applications.
• Business & Technical Analysis – Writing technical specifications, conducting system reviews, and performing high/low-level design.
• Stakeholder Engagement – Eliciting, validating, and documenting requirements from executive-level stakeholders and SMEs.
• Testing & QA Oversight – Leading unit, stress, regression, and quality assurance testing cycles.
• Documentation & Optimization – Mapping existing systems, identifying gaps, and recommending best practices.
• Analyze existing system functionality and provide scalable enhancements.
• Work directly with stakeholders to gather and translate business needs into technical specifications.
• Develop and document interface specifications and service-oriented components.
• Conduct process modeling using tools like MS Visio.
• Perform unit testing, QA support, deployment, and issue resolution.
• Participate in SDLC activities, requirement sessions, and cross-functional reviews.
• Provide guidance on industry best practices related to ERP and EPM systems.
• Monitor project progress, ensure timely delivery, and communicate milestones.
• Coordinate efforts with developers and QA to ensure application success.
• Evaluate dependencies between development initiatives.

• Minimum 11 years’ experience in business analysis and requirements documentation.
• At least 5 years supporting ERP applications in Finance and Budget Planning.
• Strong data analysis skills (SQL, Excel).
• In-depth understanding of SDLC and quality assurance processes.
• Bachelor’s degree in a related field or equivalent experience.
• Experience integrating PeopleSoft HCM with Oracle EPM.
• Strong communication and leadership skills.
• Familiarity with public sector or government agency operations.
